What is the least rigged game in a casino?: what the documentation establishes
No document ranks casino games by how rigged they are. The GB licensing papers establish something narrower and more useful: a licensed game must publish its rules and its house edge, and settle by them. Read field by field.

No document read for this entry ranks casino games by how rigged they are, and no licensing paper uses the word. What the Gambling Commission’s documents establish is narrower. A game offered to a consumer in Great Britain must come from a holder of a gambling software licence (licence condition 2.2.1, per the Commission’s guide, read 21 September 2026).
That supplier is responsible for software that can be deployed in compliance with the remote technical standards. Under RTS 3 the game’s rules, its house edge or return to player, and its payouts must be easily available before the customer commits to gamble. “Least rigged” is therefore not a property the paperwork assigns to any game.
The paperwork assigns each game a declared edge, and the reader compares the declarations.
That reframing is the whole answer. A game is not more or less rigged according to who made it. It carries a published figure.
The licence rules exist so that the figure is published, settled by, and traceable to a named legal entity in the register. The entries below record which entities, under which licence activities, and what each document does and does not establish.
The game whose declared house edge is lowest on the page you are reading is the one the reader means by “least rigged”. The arithmetic behind those figures belongs to the sibling publications on each game; this ledger records the documents that oblige the figure to be there.

Can you provide a list of top online casino game providers?
Not a ranked one. This ledger does not rank studios, because no document read for it ranks them. It records what the register establishes for three entities re-read on 21 September 2026, and the site’s provider index, which is a separate entry, carries fifteen.
Evolution Malta Holding Limited, account 41655: head office in St Julians, Malta; one licence number, 041655-R-322523-013; activities Gambling Software (Remote) and Game Host (Casino) (Remote); one regulatory action on record. The register printed a start date of 1 October 2026 for both activities, which post-dates the day of reading; that is recorded, not resolved.
Play’n GO Malta Limited, account 55949: head office in Malta; two licence numbers; Gambling Software (Remote) and Game Host (Casino) (Remote) from 29 January 2020, plus gaming machine technical software activities from 2022 and 2024; no regulatory actions.
Pragmatic Play (Gibraltar) Limited, account 56015: head office in Gibraltar; one licence number, 056015-R-332216-005; five activities from 30 January 2020 and 31 March 2023, including Game Host (Casino) (Remote) and Game Host (Bingo) (Remote); one trading name; no regulatory actions.

How do online casino game developers ensure fairness?
The documents establish obligations, not assurances. The software licensee must supply software capable of compliant deployment against the technical standards; that is the licence page’s own wording. RTS 3 then requires the operator to make the rules, the house edge or RTP, and the payouts available before the bet.
The register records whether the licence is active and whether any regulatory action has been taken against the entity.
What the licence pages read for this entry do not establish is any test-house certificate, any specific random number generator design, or any audit of a particular game build. Those are separate documents, published by studios and test houses, and this site’s entry on what testing evidence establishes reads them field by field.
A studio’s own press page saying its games are tested establishes nothing until the certificate is produced with its scope and date.

How much does it cost to develop a casino game?
No document read for this entry states a development cost, and this ledger does not estimate one. What the Commission publishes is the price of the licence that a supplier must hold before a game can be offered to consumers in Great Britain. The remote gambling software licence page, read 21 September 2026, prints application fees by annual band.
Bands F1 and F2, sales under £550,000: £9,138. Band G1, £550,000 to £6.6 million: £18,746. Bands H1 and H2, £6.6 million and above: £23,435.
Annual fees are a separate schedule and were not read.
A studio that also hosts its games on its own servers for other operators’ customers needs the remote casino game host operating licence as well, for which the software licence is the prerequisite. An operator that contracts with players directly holds the remote casino operating licence instead.
Those are three different documents, and the register shows which of them an entity holds under “activities”.

How to find online casinos by game supplier
The register does not index operators by supplier, so the route runs the other way. Open the game’s info panel or help page on the operator’s site; RTS 3A requires the rules to be there, and the studio’s name is usually printed beside them.
Then search the Commission’s public register for that name and read the entry: the legal entity, the account number, the activities, and the regulatory actions.
If the entry shows Game Host (Casino) (Remote), the studio may host that game on its own servers for the operator’s customers. If it shows only Gambling Software (Remote), the operator or another host runs it. Neither activity establishes which operators carry which games; that is on the operators’ own pages, and this ledger does not list them.

Finding the entity behind a game
The route runs from the game to the register, because the register does not index operators by supplier.
Open the game’s info panel or help page
On the operator’s site. RTS 3A requires the rules to be there, and the studio’s name is usually printed beside them.
Search the Commission’s public register
Search the register for that studio name and open the entry.
Read the four fields
The legal entity, the account number, the activities, and the regulatory actions.
Read the activities line
Game Host (Casino) (Remote) means the studio may host that game on its own servers for the operator’s customers. Gambling Software (Remote) alone means the operator or another host runs it.
What the result means
You have the legal entity behind the game and whether the register records any regulatory action against it. Neither activity establishes which operators carry which games; that is on the operators’ own pages.
Who makes online casino games?
Legal entities that hold a gambling software licence, as the register names them, and for GB-facing games no one else. The guide defines gambling software as computer software for use in connection with remote gambling. It lists virtual event control, bet capture and settlement, random number generation and gambling records.
General infrastructure such as an operating system does not count unless it is adapted into a gambling product. Anyone who manufactures, supplies, installs or adapts such software needs the licence, and the final supplier to an operator must hold one even if it wrote none of the code.
The studio name on a game’s panel and the entity in the register are not always the same string, and this ledger records the difference where it finds one rather than resolving it. The site’s provider index carries fifteen entries built the same way; the three above are the ones re-read for this entry.
The table: provider index built only from primary documentation
Table 1 records the three register entries read on 21 September 2026, field by field. Table 2, in the block below it, sets the three licence documents side by side. “Not printed” means the page read does not state it.

A worked example in pounds
Two sums, each from a printed figure. First, the licence. A supplier in band G1 pays £18,746 to apply for the remote gambling software licence; one in band H2 pays £23,435, a difference of £4,689 between the two bands.
Those are the Commission’s printed application fees on 21 September 2026 and nothing else: not the cost of a game, not an annual fee, not a per-title charge.
Second, the declaration. Suppose a game’s help page declares a return to player of 96.00%, a figure RTS 3C requires to be available before the bet. On a £20 stake that declaration is an expected return of £19.20, and a declaration of 97.00% is £19.40.
The 20p between them is what “less rigged” amounts to in the documentation: a published number, compared with another published number. The percentages here are hypothetical; a real one is on the panel of the game in front of you, and the arithmetic behind it belongs to the sibling publication on that game.

Terms used in this entry
- Return to player (RTP)
- The share of stakes a game is declared to return in expectation over many plays; the house edge is the remainder.
- House edge
- The share of each stake a game is declared to keep in expectation; RTS 3C requires it, or the RTP, to be published before the bet.
- RTS
- The Gambling Commission’s remote gambling and software technical standards, which a licensed supplier’s software must be capable of complying with.
- Settlement
- Deciding and paying the outcome of a bet; the guide lists bet capture and settlement among the components that count as gambling software.
- Hold (a licence)
- To be the named holder of a licence on the register, with the activities it permits listed under that account.
What this page does not tell you
The documentation establishes five things. A GB-facing game must come from a licensed software supplier. The supplier answers for RTS-capable software.
The rules, the house edge or RTP, and the payouts must be available before the bet. Three named entities held the activities listed, at the head offices listed, with the regulatory actions listed, on 21 September 2026. The software licence has the application fee bands printed above.
It does not establish that any game is unrigged in an absolute sense. It establishes no test-house certificate for any build and no random number generator design. It gives no development cost, no annual licence fee, and no list of which operators carry which studios’ games.
It does not explain the Evolution start date as printed. It ranks no studio and no game. How a slot’s mechanics work is Reel & Story’s subject; how to check an operator’s own licence is Licence Lens’s.

What is the most popular casino game in the world?
Not established by the documents this ledger reads. A studio’s or operator’s press page may claim it; the claim is recorded as a claim until a filing states it with a date.
What technologies are used by top online casino game makers?
The Commission’s guide defines what counts as gambling software: virtual event control, bet capture and settlement, random number generation and gambling records, among other components. Which languages or engines a studio uses is not on any licence page and is not recorded here.
Which companies develop live casino games with real dealers?
The register does not carry a “live dealer” field; it carries activities. Of the three entries read on 21 September 2026, Evolution Malta Holding Limited, Play’n GO Malta Limited and Pragmatic Play (Gibraltar) Limited each hold Game Host (Casino) (Remote). That activity permits hosting casino games for other operators’ customers. Whether a given game is live-dealt is on the studio’s own page.
